Jim Harbison brings over 40 years of experience in public and private development, housing, and healthcare facility development. A former Executive Director of the Metropolitan Development and Housing Agency (MDHA) in Nashville and senior HUD official, Jim managed MDHA’s portfolio RAD conversion, Sections 8 & 9, CDBG, and HOME programs.

Jim Harbison brings over 40 years of experience in public and private development, housing, and healthcare facility development. A former Executive Director of the Metropolitan Development and Housing Agency (MDHA) in Nashville and senior HUD official, Jim managed MDHA’s portfolio RAD conversion, Sections 8 & 9, CDBG, and HOME programs. Previously, Jim was Vice President at American Health Facilities Development, LLC. Before then, he had a distinguished career as a Colonel in the US Marine Corps. He has degrees from the US Naval Academy, George Washington University, and Johns Hopkins. Under his leadership, USM delivers expert solutions in housing and healthcare facility development.

James Perrine has over 35 years of leadership in affordable, mixed-income and market-rate housing development & finance. He has created and executed the development program and financial models for numerous complex income-restricted housing developments and submitted many successful applications for low-income housing tax credits and other funding to state Housing Finance Agencies.

James Perrine has over 35 years of leadership in affordable, mixed-income and market-rate housing development & finance. He has created and executed the development program and financial models for numerous complex income-restricted housing developments and submitted many successful applications for low-income housing tax credits and other funding to state Housing Finance Agencies. He has obtained equity, debt and grant financing from a wide variety of funders, including HUD, private equity syndicators, banks, commercial lenders, local governments, and nonprofit funding sources, and has completed a wide variety of new construction, substantial renovation and historic rehab developments. Jim leads Commonwealth Community Developers, a mixed-income housing developer and sister company of US Management Services. He has degrees from Harvard and MIT.

Les Lunceford has a distinguished track record in executive leadership and operational excellence. Most recently, he was a key participant in a transformative initiative at the Alexander County Housing Authority in Cairo, Illinois, driving a comprehensive organizational turnaround. Since November 2015, Les served as the Program Manager for a significant U.S. Government contract with the Royal Saudi Air Force.

Les Lunceford has a distinguished track record in executive leadership and operational excellence. Most recently, he was a key participant in a transformative initiative at the Alexander County Housing Authority in Cairo, Illinois, driving a comprehensive organizational turnaround. Since November 2015, Les served as the Program Manager for a significant U.S. Government contract with the Royal Saudi Air Force. Prior to this role, he was the Country Manager for SKA International in Mogadishu, Somalia, and East Africa, where he managed a team of 145 staff members over a 36-month period erecting a western modular compound and the British Embassy. Les’ extensive experience includes serving as the Chief Operating Officer for a $20 million security company in Afghanistan, where he orchestrated sensitive contracts for various international operations including two foreign embassies and achieved remarkable revenue growth from $5 million to $20 million within three years. In Bagram and Kandahar, he led construction initiatives that included military barracks and a western compound for contractors and the USAID staff.  His executive tenure also includes roles in a $2 billion NYSE-listed firm, where he played an instrumental part in expanding the workforce from 3,500 to 11,000 employees, culminating in the acquisition by Berkshire Hathaway. Les is a retired field-grade officer in the US Marine Corps, with a wide variety of world-wide assignments. He attended the University of Tennessee and George Washington University. He has authored six influential books on leadership and management. Les is highly skilled in strategic planning, execution, crisis management, and contract compliance.
